Border Security

The fentanyl crisis does not stop at the Rio Grande. It flows through every community in Texas — including the Hill Country towns of Senate District 25, where families have buried sons and daughters who never knew the pills they took contained a lethal dose. For Dr. Donna Campbell, border security is not an abstract federal issue. It is a local emergency that reaches every school, every neighborhood, and every family in her district.

Dr. Campbell has taken a comprehensive approach. She co-authored the Sanctuary Cities Ban, ensuring that no Texas city could refuse to cooperate with federal immigration enforcement. She authored SB 2116, the Lone Star Infrastructure Protection Act, which bars Texas governmental entities and businesses from agreements that would give companies tied to China, Iran, North Korea or Russia access to or control of the state's critical infrastructure. In the 89th Legislature, she joint-authored SB 17, restricting the purchase of Texas real property by individuals and entities from adversarial nations — because sovereignty means nothing if a foreign power can buy the land beneath your feet.

Her work extends to the human toll. She joint-authored the comprehensive 2019 anti-trafficking law (SB 20) and the 2025 law giving trafficking victims an affirmative defense (SB 11), and she authored two laws protecting Texas critical infrastructure from companies tied to foreign adversaries (SB 2116 in 2021 and SB 2368 in 2025). For Dr. Campbell, border security is inseparable from public safety, property rights, and the rule of law. She brings the same direct, no-nonsense approach she learned in the emergency room: assess the threat, act decisively, and never leave the patient — or the community — unprotected.
