Property Tax Relief

Real relief for homeowners priced out by rising property taxes.

In the Hill Country communities of Senate District 25, the average home is valued well above the state average. For families in New Braunfels, Boerne, Dripping Springs, Lakeway, and dozens of towns in between, skyrocketing property taxes were not just a policy problem. They were a kitchen-table crisis, threatening to price long-time residents out of the communities they built and loved. Dr. Donna Campbell made it her mission to deliver real, measurable relief.

In 2023, she co-authored SB 2, which raised the school district homestead exemption from $40,000 to $100,000 once Texas voters overwhelmingly approved the companion constitutional amendment, Proposition 4. Voters raised the exemption again to $140,000 in November 2025. Four years earlier, she co-authored the Texas Property Tax Reform and Transparency Act of 2019, which generally requires cities and counties to hold an automatic election before raising operations tax revenue from existing property by more than 3.5 percent a year — putting a check on the runaway spending that had been driving tax bills through the roof.

Joint-authored the law raising the school district homestead exemption from $100,000 to $140,000, and its companion constitutional amendment, which Texas voters approved as Proposition 13 in November 2025, building on the 2023 reforms.

Co-authored the law raising the school district homestead exemption from $40,000 to $100,000, which took effect after Texas voters approved the companion constitutional amendment, Proposition 4, with 83% of the vote in November 2023. The exemption rose again to $140,000 under Proposition 13 in November 2025.

Authored the law letting oil and gas producers that file severance tax reports claim refunds of overpaid sales taxes directly from the Comptroller, cutting red tape for the energy sector that drives the Texas economy.

Co-authored the law that generally requires cities and counties to hold an automatic election before raising operations tax revenue from existing property by more than 3.5 percent a year, down from the old 8 percent rollback rate, giving taxpayers a meaningful check on local budgets.
